SUBSTANCE: invention relates to video and image encoding/decoding. Disclosed is a video signal encoding device configured to: generate a history-based motion vector prediction (HMVP) list for a current block, output a potential HMVP forecast from a previously encoded block, which includes information on movement associated with a neighbouring block in relation to the current block, one or more standard indices and a weight index of bidirectional prediction. Video encoding device can add a potential HMVP prediction to a list of HMVP predictions for predicting a motion vector associated with the current block, with motion compensation, and uses one HMVP-prediction selected from the list of HMVP-predictions to perform prediction of the current block with motion compensation. Motion-compensated prediction can be performed using motion information associated with a neighbouring block with respect to the current block, one or more standard indices and a bi-directional prediction weight index.
EFFECT: high efficiency of encoding / decoding.
