SUBSTANCE: invention relates to means of encoding video signals. Spatially adjacent block is selected, which has information on movement, for prediction. Determining motion information for the current block based on motion information of the selected spatially adjacent block. Set of reference samples adjacent to the current block is obtained by applying motion information for the current block. Internal prediction of the current block is performed using at least a line of reference samples from the set of generated reference samples. Line of reference samples is adjacent to the current block and is located along the edge of the current block. Performing internal prediction of current block further includes using another line of reference samples, wherein the reference samples of the other line are generated using information on the movement of another spatial neighboring block adjacent to the current block, and the other spatial neighboring unit is different from the spatially adjacent unit.

EFFECT: high efficiency of encoding video signals.
