SUBSTANCE: group of inventions relates to machine building and can be used in milling operations using a ball end mill. Cutting plate has opposite upper and lower surfaces interconnected by a peripheral side wall, an axis of the plate passing through the upper and lower surfaces, and first and second upper cutting edges formed at intersection of upper surface and peripheral side surface. Lower central projection, having the first, second, third and fourth support walls, extends downwards from the lower surface. In a cross-section taken in a first horizontal plane perpendicular to the axis of the plate and crossing the lower central protrusion, first, second, third and fourth support walls define an imaginary quadrangle. Embodiments of the design of the one-sided cutting plate and the rotary cutting tool are disclosed.
