SUBSTANCE: invention relates to means of controlling space systems (SS) of Earth remote sensing (ERS). System for interaction with users of ERS data includes a cloud computing environment based on the ground space infrastructure data processing center for receiving, storing, processing and distributing ERS data, connected to the ERS spacecraft orbital group operator automated workstation, the ground control system automated workstation, the ERS spacecraft, ERS data ground space infrastructure automated workstation, a computer of the ERS data consumer, means of monitoring the state of the ground and orbital segments of the ERS spacecraft. At that, cloud computing environment provides simulation of means of ground and orbital segments of ERS spacecraft, formation of a space survey working program for at least one ERS spacecraft, plan of reception sessions for ground space infrastructure of ERS data and transmissions for ground control system of at least one ERS spacecraft, evaluation of application for space survey of underlying surface.

EFFECT: efficient distribution of resources between elements of ground control system.
