SUBSTANCE: invention relates to video and image encoding/decoding. Disclosed is a method of processing video, which includes a step of converting between a video block of a video and an encoded video representation using at least a video image. Only one mode from the sub-image coding mode or the resolution variation coding mode is allowed for the video device. Sub-image encoding mode is a mode in which a video image is divided into a plurality of sub-images, and the resolution variation coding mode is a mode in which the resolution of the video image is adjusted during conversion.
EFFECT: high efficiency of encoding/decoding.
