SUBSTANCE: invention relates to video coding. Result is achieved by the fact that a video decoder receives a video bit stream, which includes a set of video parameters (VPS) and a plurality of layers, wherein each layer is included in at least one set of output layers (OLS) specified in the VPS; and enabling the video decoder to decode a picture from one of the plurality of layers. Method of encoding includes generation by video encoder of multiple layers and set of video parameters (VPS), defining one or more sets of output layers (OLS), wherein each layer of the plurality of layers is included in at least one of the OLS defined in the VPS; video encoder encoding a plurality of layers and a VPS into a video bit stream and storing the video bit stream by the video encoder for transmission to the video decoder.
EFFECT: high coding efficiency by rejecting unnecessary and/or unused layers in a multilayer bit stream during video coding.
