SUBSTANCE: invention relates to computer engineering. Video decoding method comprises steps of receiving, by a decoder receiver, a bitstream comprising an encoded snapshot in one or more video coding layer (VCL) network abstraction layer (NAL) units and a non-VCL NAL unit, wherein the temporary identifier (TemporalId) for the non-VCL NAL unit is limited to be equal to the TemporalId of the access unit (AU) containing the non-VCL NAL unit, when the NAL unit type (nal_unit_type) of the non-VCL NAL unit is equal to the NAL unit type of the prefix additional information extension (SEI) (PREFIX_SEI_NUT) or the NAL unit type of the suffix SEI (SUFFIX_SEI_NUT); output by decoder processor TemporalId for non-VCL NAL unit based on syntax element of temporary identifier of NAL unit plus one (nuh_temporal_id_plus1) in NAL unit of non-VCL; and the encoded picture is decoded from the NAL VCL units to create the decoded picture.
EFFECT: improved degree of compression with minimum loss in image quality.
