SUBSTANCE: invention relates to means of organizing data exchange between distributed subscribers. Technical result is provided by using adaptive algorithms and software and hardware solutions, allowing to evaluate the quality of a frequency channel with automatic transition to probabilistically optimal frequencies in a given range and changing the parameters of the used signal-code structure using elements of the "cognitive radio" technology, supplemented by direct sequence spreading methods, combined with pseudorandom operating frequency tuning, application of turbo codes, equalizer with feedback by decision, spectrally and energy efficient modulation method, interleaving. Radio modem includes an equalizer controlled by a computer, wherein adaptive channel control algorithms are implemented, turbo codes, signal spreading methods and algorithms of "cognitive radio" technology are used.

EFFECT: high noise immunity and noise immunity of the device.
