SUBSTANCE: invention relates to power engineering and can be used in designing heat and electric power sources whose operation is based on generating a high-voltage electric discharge and generating a plasma stream. Heat and electric energy generation method includes the high-voltage electric discharge formation and the working gas heat flow creation, and the method implementation device contains the working gas vortex flow generator, dielectric pipe from heat-resistant material, electrode anode and multi-contact cathode, outlet nozzle, device for heating of industrial and domestic heat carriers (heat exchanger) or device for conversion of heat energy to electric energy.

EFFECT: improving efficiency of heat and electric energy generation and reliability of the device design for implementation of the present invention.
