SUBSTANCE: method involves modulation of monochromatic electromagnetic wave by pulse train of pulse length and repetition rate Tn≥ 5τ4, where ε is desired design dielectric constant; l is length of specimen; c = 3·108m/s ; To is desired period of working frequency, and conversion of electromagnetic monochromatic wave into flat wave, separation of modulated flat wave into two coherent waves, simultaneous transmission of these waves over two channels (reference channel and probing one with specimen under test) measurement of electromagnetic monochromatic wave attenuation Δt in specimen under test, conversion of radio pulses across outputs of both channels into video pulses, measurement of time delay εr of probing-channel video pulses in respect to those of reference channel, calculation of dielectric constant σo and electric conductivity εr= (cΔt/l+1)2-(αλo/17,4πl)2; of analyzed specimen material by using formula σo= α/521πl·(cΔt/l+1), where λo is desired wavelength in free space (λo= cTo)..
