SUBSTANCE: method involves the steps of: oxidizing petroleum residues at temperature of 250-290 degrees C with the aid of air oxygen, the raw material at a speed of 8-12 m/sec being sprayed in air moving at a speed of 25-50 m/sec in a mixing chamber at the raw material direction and air direction at an angle of 0-90 degrees relative to each other; lowering the speed of a formed gas-liquid jet in a quenching chamber; applying a foam- type finely-divided system into a column reaction zone.
