The clamping member is made in the form of a double-arm lever mounted on an axle in the holder notch. The longitudinal axis of the lever is aligned with the longitudinal axis of the holder. The lever arm used for engagement with the lower bearing surface of the cutting plate is made shorter by more than half the length of the arm used for engagement with the bearing bolt.
