FIELD: metal working. SUBSTANCE: cutter has holder within the hollow of which a cutting plate provided with the central opening is secured. The supplying pipe line has reinforcing member made of a porous material provided with the central opening and side finned surface and arranged inside the housing of the cutting plate. The height of the reinforcing member is equal to the height of the housing of the cutting plate. The reinforcing member is coupled with the supplying pipe line.
