SUBSTANCE: apparatus has a clamp, bending former, and drive arms of first and second bending stages with rolling-out rollers; the arms are mounted on end portions of the shafts, mounted in bearings of a base. The bending former is in the form of two sectors, arranged in a plane of a groove, stationary and rotary sectors, whose levers are in the form a joint-type double-link mechanism, having a link, being hinged towards a mean portion of the former and having a rolling-out roller. The arm of the first bending stage is provided by a fork grip, secured to an inner link with possibility of engagement with a pin of the sector, secured with the aid of a sleeve to a shaft.
