The chamber is made in the form of a trancated cone whose larger base is conjugated with the spherical surface. There is an opening in the chamber in the conjugation plane. The electrode is opposite to the opening. The rotor is hollow, made in the form of a trancated cone, and provided with tangential openings uniformly arranged over its periphery. The rotor is mounted coaxially to the chamber inside the housing space having hollows answered to projections of the ratchet wheel from the side of the rotor. Converging parts of the rotor and chamber points toward each other. The number of the tangential openings in the rotor is less than the number of hollows in the housing space.
