SUBSTANCE: apparatus has rotating wheel mounted on frame and having at least one blade or ladle for scrubbing or removal of carbon dust from electrolytic bath and fixed plate mounted on one side of wheel, that has at least one hole located in its upper part and used for loading of carbon dust collected by blade or ladle of wheel.
