Sectional compartments for material are formed by end side walls of housing 1, side wall of cylindrical hollow drum 5, and movable radial partitions 6 mounted for displacement in longitudinal radial slots provided in side wall of mentioned drum 5. Crescent electrodes 8,9 of working condenser whose area equals that of section of device working region are placed vertically at end walls of external motionless housing 1.
