FIELD: nonferrous metallurgy, particular, methods of steel melting in arc furnaces. SUBSTANCE: method of steel melting includes layered charging of iron charge from metal scrap, charge preparation in form of oxidizer poured-on with cast iron, loading of fluxed additions, heating and melting, oxygen blowing. Iron charge is loaded by two portions. First, charge preparation is loaded in the amount of 3-32% of furnace charge mass together with metal scrap, with charge arrangement between metal scrap layers with ratio of 1:(0.1-20.0), respectively. Then remaining iron charge is loaded, first, metal scrap, and then, on its top, charge preparation. Solid oxidizer is used in form of agglomerate, pellets, scale. EFFECT: higher technical-and-economic indices due to reduced duration of heat process and specific consumption of electric power. 1 tbl
