FIELD: agricultural meteorology. SUBSTANCE: method involves creating high-voltage electric field above surface of Earth. Electric field is presented as sequence of pulses of duration not exceeding 5 sec, which are supplied in time interval not exceeding 5 min. Pulses may be supplied as series of pulse trains. Action upon electric state of atmosphere should be initiated not earlier than 30 min before approach of clouds, from which precipitation is expected.
