FIELD: physics.

SUBSTANCE: additional uncompensated electrical charge is formed, with which top-to-bottom electrical field intensity is linearised. To linearise the electrical field intensity, a zone for draining positively charged particles to the earth's surface is formed using an ioniser or a group of ionisers. This results in descending air currents and a contiguous zone acting as a source of negatively charged particles from the earth's surface, giving rise to ascending air currents. The ioniser consists of a power supply, emitter electrode, extractor electrode and a grounded electrode, connected to the power supply. The power supply has two negative terminals U1 and U2 and a positive terminal. The grounded electrode is connected to the positive terminal of the power supply. The emitter electrode is connected to the first negative terminal U1, and the extractor electrode is connected to the second negative terminal U2 with provision for forming a negative potential U3=(U1-U2) between the emitter electrode and the extractor electrode.

EFFECT: allows for monitoring atmospheric processes, leading to dispersion of cloudiness and fog or precipitation.
