FIELD: applied meteorology and ecology, may be used to protect transport and industrial objects from adverse weather conditions and smogs as well as to induce precipitations. SUBSTANCE: method involves generating convection air current stable at vast spatial extents and at different weather conditions by means of convection current of unipolar light flooded ions; controlling changes in atmospheric situation in the process of formation of convection cell by means of created technical system and correcting ascending air current formation modes. Technical atmospheric process control system has improved convection cell forming means and remote control and commander unit. Ion generator used as convection cell formation means ionizes air oxygen components by silent electric discharge to create ascending flux of flooded light ions in predetermined atmospheric volume.
