FIELD: steel making. SUBSTANCE: invention can be used in steel smelting process involving treating smelt in ladle for alloying and refining purposes. Aluminum content in smelt is adjusted to 0.02-0.07 wt %, after which alloying agent in the form of shell wire is added containing 49-54% vanadium oxide, 40-40% aluminum oxide, and filler. The latter is chosen from the group including fluorspar, lime, ferrosilicon, silicocalcium, graphite, and their mixtures. EFFECT: reduced alloying agent consumption due to better assimilation of vanadium, reduced content of nonmetallic inclusions in steel, and provided desired steel composition and mechanical properties of steel plate. 2 cl, 2 tbl
