External and internal rotors 2 and 3 rotate at one angular velocity. Plates 5 are hinge mounted by one end on external rotor 2, and other end of plates slides freely in slots of inner rotor 3. Slots are made in additional members for deflecting from radial direction. EFFECT: reduced relative velocities, unloading of plates with elimination of wedging. 3 dwg
