FIELD: production of building materials. SUBSTANCE: molten metallurgical slags resulting from reductive and steel-melting processes, such as blast-furnace and converter slags are mixed together and with slime. Resulting mixture is subjected to cooling in such a manner that in first cooling stage at temperature above 1000 C, preferably above 1200 C, cooling is effected at slower cooling rate than in subsequent second cooling stage. Solidified product is granulated and/or crushed. Cement has improved hydraulic properties, in particular, higher final strength. EFFECT: higher efficiency. 13 cl
