FIELD: multiple-level layered architecture of cellular communication network which services mobile user handset which move within effective range. SUBSTANCE: method involves assignment for each mobile handset in each cell a cell priority with respect to another cell which is connected to this cell with respect to adjacency of position of service regions. Level of radio signal which is received by mobile handset from servicing cell as well as radio channels are measured. Decision about best servicing cell for a handset is made using priority value of adjacent cells as well as signal level of corresponding radio channels.
