FIELD: communication. SUBSTANCE: network has group of base radio stations, and group of mobile stations. Goal of invention is achieved by arranging group of cells in at least two layers. Connections established by the system may be transmitted from one cell to another and are measured or controlled using at least one signal parameter. In addition at least one threshold value is set for each cell of lower layer or for at least one signal parameter. In addition device has unit, which makes decisions and controls transmission decisions, and comprises priority ordering unit, using set of criteria, one of which is based on comparison of controlled signal parameter value to threshold value of service cell. Another criterion is based on comparison of controlled signal parameter value to corresponding threshold value for adjacent cell. Transmission control is achieved by means of priority ordering unit so that systemic transmission of signals in upward and downward direction between layers is achieved.
