SUBSTANCE: invention suggests procedure of establishment of new carrier frequency of channel controlling broadcasting in limits of cellular cell without disruption of traffic of incoming calls. Cellular cell including base station 34 transmitting data of channel controlling broadcasting on proper carrier frequency of channel 56 controlling broadcasting sets second carrier frequency of channel controlling broadcasting in limits of cellular cell. In the course of first time period data of channel controlling broadcasting are sent over first carrier frequency of channel controlling broadcasting. In the course of second time period transfer of data of channel controlling broadcasting is carried out both on existing and new carrier frequencies of channel controlling broadcasting for giving surrounding mobile stations 14 opportunity to detect and recognize both carrier frequencies. Then transmission of old carrier frequency of channel controlling broadcasting is stopped in the course of third time period so that data of channel 56 controlling broadcasting are sent on new carrier frequency of channel 56 controlling broadcasting only which is achievable technical result of invention.
