FIELD: wind-power engineering. SUBSTANCE: windmill has wind turbine with vertical axis of revolution placed inside set of wind guiding screens free to turn about vertical axis. Each blade of wind turbine has tip made in the form of airfoil entrance part with curved axis of symmetry over circumference of revolution and hinged plane free to turn about vertical axis. Blade tip is built up of internal fixed part and external moving part free to turn about vertical axis; both parts are interconnected through articulated joint at extreme entrance point of tip. Moving part of tip is held in free-turn sector, wherein extreme positions are preset, in closed position by required clearance provided between end of moving part of tip and end of moving plane in articulated joint; in open position, it is held by forming entrance part of airfoil. Moving plane of blade is positioned in free-turn sector and its extreme positions are preset by optimal angle of attack towards direction of wind flow from wind guiding screens radially arranged with optimal angle of attack to direction of air flow passing axis of revolution of wind turbine and center of fixed plane located on leeward side. Each wind guiding screen is placed in free-turn sector where extreme positions are preset by straight line crossing axes of revolution of turbine and screen, tangential line to circumference formed by extreme external point of open tip of blade crossing axis of revolution of screen.
