FIELD: communication equipment, in particular, ATM telephone networks for government, business and financial use. SUBSTANCE: transmission circuit of device converts voice to digital form by means of vocoder, generates information parcels of packets, detects of voice pauses in packets and locks their transmission by means of control of random sequence generator and asynchronous converter. In addition device provides block encryption of active voice pieces using gamma modulation and voice adaptation for asynchronous transmission in packets. Receiving circuit of device recovers received voice packets under influence of noise in communication channels, decodes active voice pieces in packets by means of gamma modulation by means of control of random sequence generator and outputs continuous analog voice signal by converting received packets with active voice signals. If they are absent, voice pauses generator of device outputs flat noise. EFFECT: increased functional capabilities. 3 dwg
