FIELD: electric communication. SUBSTANCE: device has bundle of cable made as band bound of cable and laid in spiral. One end of cable is secured immovably in device housing, and other end is released from bundle and passed through stretcher manufactured as wave-like channel. When device housing with cable bundle and cable end drawn out of stretcher are secured on objects moving relative to each other, cable is unwound from bundle with necessary tension force.
