FIELD: satellite communication. SUBSTANCE: communication network comprises satellites which serve as commutation nodes and orbit around Earth. In addition system has stationary commutation nodes. Mobile communication handsets exchange message with network using data packets and network control messages. Commutation nodes are connected to public telephone network. Each mobile handset is serviced by adjacent commutation station which assigns logical channel identifier to this device. Said handset and network use logical channel identifier for identification of handset in information exchange in network. Network provides inclusion of logical channel identifiers, which are assigned to talking parties, are inserted in all data packets which are transmitted. Satellites and commutation stations use these values as allocated logical channels which remain static during talk in spite of movement of satellites.
