SUBSTANCE: device has cylindrical housing, which serves as outer conductor, coaxial inner conductor, which is designed as periodic sequence of clipped rings which have breaks and are connected to by means of spiral jumpers. In addition device has dielectric rods for coaxial mounting of rings inside cylindrical housing.
