Each element of network periodically forms transmitted service signal carrying information on identification and status of element of network. List of all functioning elements of network containing field 10 of identification of subscriber device, field 11 of indication of its function and field 12 of evaluation of access of corresponding element of network is formed on basis of received service signals in each element of network and is arranged by degree of access. In this case message is transmitted to addressee over route determined on basis of arranged list of elements of network.
