SUBSTANCE: each local exchange system has local devices with mobile users, base stations with radio channels, controllers of radio channels, and commutator for connection of base stations to public network and information transmission from stations, which are stored in memory in order to provide data about position and cost for servicing of mobile users. Data are received from controllers of respective base stations.
