SUBSTANCE: characteristics of mobile communication system are improved by finding out if mobile device and base station control can improve system characteristics in response to determining if mobile device is capable of doing so which may be recognized by reception of radio signal with lower requirements to signal-to-noise ratio. In this case, system characteristics can be improved by adjusting power of base station transmitter to lower power range in response to finding out if mobile device has particular characteristic thereby reducing noise for mobile devices requiring higher signal-to-nose ratio.
