SUBSTANCE: transmit-receive frequency and power level are distributed for device which has base station, which is connected to wire telephone network, cellular network terminal, which operates inside region of large-cell cellular network. Base station has mobile housing, unit for electric connection of base station to wire telephone network, unit for connection to power supply, radio transmitter, detector, which is fired by unit for connection to wire telephone network or by unit for connection to power supply line, or by both simultaneously. In addition device has cellular network frequency detection unit, which is fired by detector in order to detect cellular communication frequency for connection to cellular terminal, when cellular terminal is located inside local range. Transmitter is fired by cellular network frequency detection unit. Cellular network terminal may be used for communication using cheaper wire telephone network, which it is located in range of base station and using large-cell cellular network otherwise.
