FIELD: alternative electrical and mechanical energy supplies for hydraulic and wind-power engineering. SUBSTANCE: method depends on using optimal mechanism of vane movement at angles of attack exceeding critical values; vane is placed in fluid at angle of attack in direction of fluid motion so that it suffers hydrodynamic forces which mechanically displace it across fluid motion ; in order to change direction of vane motion, adjusted angle of attack is reversed; during translational motion of vane, adjusted angle of attack is maintained constant by varying angle between vane chord and fluid motion direction; plant implementing this method has fixed mount loosely coupled with beam carrying at least one vane hinged to it and provided with angle-of-attack adjuster made in the form of wing-shaped member incorporating its own actuator to control its angular position relative to vane; beam is coupled with unit converting reciprocal motion of vane to other kinds of energy; center line of beam-to-vane hinged joint is approximately at distance of 0 to one third of vane chord; wing- shaped member proper is mounted beyond zone of fluid flow around vane.
