FIELD: radio communication. SUBSTANCE: segmentation, multiplexing and transfer of data packages of users in telecommunication system which employs asynchronous transmission conditions can be more effectively realized with assignment of priority code to each user's segmented data package on basis of type of data contained in it. Data which are highly sensitive to transmission delays (voice data, for instance) will be assigned higher priority and data less sensitive to transmission delays, for example, measurement data of signal intensity, will be given lesser priority. When segments of user's data package are assembled in minicells of segment and are multiplexed into flow of cells of asynchronous transmission conditions cells having higher priority will be inserted first so that they experience least value of transmission delay.
