FIELD: repair and construction of pipelines. SUBSTANCE: device may be used for cleaning of pipeline external surface from old insulation, corrosion, as well as from film polymeric coating. The device has tool holders with changeable cutting members connected to levers secured on rotor axles and provided with support on pipeline external surface. The device also includes rollers. The latter are embraced with flexible connection and their ends are coupled to tensioning device. Every tool holder is provided with regulator of turning made as a cam secured to axle positioned on tool holder. The cam is in permanent contact with tail part of support. The cam is mounted asymmetrically relative to axle of its attachment. It has at least three positions, each corresponding to tool holder turning through an angle of 3-5 deg with respect to external surface of pipeline and to previous position of front edge of tool-holder cutting member.
