FIELD: repair and construction of pipelines. SUBSTANCE: working tool has rotor with shafts, double-armed holders with cleaning members which are pivotally attached to holders and to rotor shafts, and rollers embraced with flexible member provided with tensioner. Cleaning members are secured on plate pivotally mounted on first arm of each holder and are arranged symmetrically or asymmetrically with respect to both sides of pivot hinge. Support is provided due to contact of second arm of holder in operating position with external surface of pipes. Space between cutting members on plate is aliquant to working tool feeding length value. Length of second arm exceeds length of first arm by at least two times. Such construction provides continuous contact of cleaning members with surface to be cleaned even in case concentricity of rotor relative to pipeline is forced out. Working tool may be used for removal of worn insulation or for cleaning pipe external surface. EFFECT: increased efficiency by stabilized process and improved quality of cleaning of pipe surface. 2 cl, 2 dwg
