FIELD: industrial inorganic synthesis. SUBSTANCE: initial manganese-containing stock is ground to particle size 0.1 mm and subjected to leaching with exhausted electrolyte at temperature above 50 C. Resulting solution is subjected to hydrolytic purification to remove impurities in presence of oxidant and successively treated with manganese-containing oxyhydrate precipitate obtained after hydrolytic purification of wash water and then with lime milk to pH 6-7 to give electrolyte. The latter is hydrolyzed in hot state on activated titanic anodes at anodic current density 100-175 A/sq.m and cathodic current density 300- 1000 A/sq.m. According to invention, utilized oxidant is manganese oxides in the form of electrolytic manganese dioxide waste, oxidized manganese ore, or chemical concentrate.
