FIELD: conversion of water-stream energy into electrical energy. SUBSTANCE: hydraulic turbine has horizontal shaft and two rectangular blades which are free to rotate about their axes parallel to shaft axis at angular velocity twice as low as that of shaft revolution and in direction opposite to that of shaft. Each blade is provided with two similar side-mounted flaps capable of turning through limited angle about their axes parallel to blade axis under action of cam kinematically coupled with flaps through connecting rods and mounted on carrier coaxially relative to blade with eccentricity along carrier. Flap width should be best equal to one fifth of total width of blade. EFFECT: enhanced power capacity and efficiency of turbine. 2 cl, 3 dwg
