SUBSTANCE: pulsed light source has electrodes connected to high-voltage pulse source and separated by insulation; novelty is that discharge surface of insulation is pre-irradiated to obtain fractal porous structure, fractal size of pores being greater than unity. Such surface can be obtained by irradiating insulation with high-current relativistic charged-particle beams or penetrating radiation pulses.
