FIELD: communications engineering; mobile communication systems. SUBSTANCE: mobile communication system has active state in which user's data are transmitted through allocated traffic channel and control message is conveyed through allocated control channel when information to be transmitted is available. Base station of mobile communication system ensures following operations: change-over to first fixed state of control to deallocate traffic channel allocated earlier and to support allocated control channel when in active state there are no data to be transmitted; change-over to second fixed control state for logic connection of control channel to control output power of transmission signal when in first fixed state of control there are no data to be transmitted during second set time interval. In this case data to be transmitted are user's data and control data. In addition, during second fixed state of control logic connection interrupts output transmission power of respective channel under condition of logic channel-resource distribution. In this way output power of allocated control-signal channel and that of pilot-signal channel are controlled when data transmission is interrupted for the time of data transmission in mobile communication system.
