FIELD: meteorology; atmosphere control for changing original conditions. SUBSTANCE: system has central control station, communication and control lines, as well as peripheral complex for local control of atmospheric processes. Peripheral complexes are, essentially, combination of radiating devices, power sources, and control devices; they are located in regional junctions of railway trunks. Central control station generates control action converted into control signal and transmitted over railway fiber-optic communication links to control device of peripheral local-control complex. System provides for checking and suppressing unwanted development of weather situation.
