FIELD: meteorology, in particular, local changing of meteorological conditions and local improvement of ecological situation in predetermined zone.
SUBSTANCE: method involves evaluating meteorological and/or ecological state of atmosphere; using atmosphere state evaluation data for correcting generation of convective flows from light gas ions; ionizing oxygen components of atmospheric air in negative electrostatic charge field; locally changing meteorological processes in Earth atmosphere within radius of up to a number dozens kilometers in horizontal plane and to altitude of troposphere; performing local changing by controlling water phase transitions. System has Earth remote probing unit, command control unit, unit for analysis of monitoring and/or forecasting data on meteorological situation and correction unit, latter units being connected with one another through telecommunication channels for controlling and transmission of data. One unit for active influencing upon meteorological processes in Earth atmosphere is formed as atmospheric air ionizer generating vertically oriented negative ion flux. Unit for active influencing upon meteorological processes is designed for local changing of course of meteorological processes in Earth atmosphere within radius of up to a number dozens kilometers in horizontal plane and to altitude of troposphere in vertical plane. Ionizer is designed for directing vertical negative light ion flux lengthwise of lines of force of Earth's electrostatic field and ionizer. Intensity of its field may be regulated for controlling of water phase transitions within given atmosphere region. Unit formed as ionizer comprises pair of electrodes. One of electrodes-emitter is formed as discharge electrode and connected to negative pole of high constant voltage source. Other electrode is earthed and connected to positive pole of said source. Emitter and earthed electrode define group of operating sections equally spaced from one another in parallel planes. Sections of emitter define cube with rib of 0.5-2.0 m and free of upper face. Section arranged in horizontal plane defines cube lower face.
EFFECT: enhanced influencing upon meteorological processes in Earth atmosphere.
