FIELD: communication systems. SUBSTANCE: proposed device and method are used for adaptive control of data transmission speed in channel according to channel operating conditions in code- division multiple-access systems. Traffic channel transmitting device for the latter using plurality of coding speeds and orthogonal codes defines present-time condition of channel and adaptively selects coding speed and orthogonal code in compliance with this definition. Channel receiver of this device functions to receive channel signal and controller is used to analyze signal received so as to define operating conditions for channel being serviced and also generates coding speed selection signal and information about orthogonal code in accordance with result of this definition. Channel transmitter has channel coder for coding transmission data at coding speed chosen according to coding-speed selection signal (Csel) and orthogonal modulator for generating orthogonal code in compliance with information about orthogonal code for expanding encoded data by means of generated orthogonal code with the result that channel transmitter adaptively codes and expands transmission data in compliance with channel operating conditions.
