FIELD: thermal engineering; cogeneration power plants. SUBSTANCE: operation of thermal power plant is characterized in that turbine exhaust steam is condensed in condenser for which purpose circulating cooling water is supplied to condenser, hot circulating water is discharged therefrom, delivery water is heated with steam extracted from turbine, whereupon it is conveyed over system delivery pipeline to users; heating-system water loss is compensated for by makeup water deaerated in vacuum deaerator for which purpose the latter is supplied with delivery water passed from system delivery pipeline and used as heating agent. The latter is additionally heated upstream of vacuum deaerator in heat-pump unit supplied with hot circulating water from turbine condenser outlet which is used as low- potential heat source.
