FIELD: electric traction systems. SUBSTANCE: procedure is based on utilization of parameters of emergency condition by way of measurement of voltage across buses of substation, current in feeder of faulty contact network and phase shift between them. Initial value of distance to short-circuit point is specified and method of successive approximation is employed to determine distance to fault as result of systematic computation of coefficients taking into account decreased resistance of track circuit due to shunting effect of ground for given power supply circuit of intersubstation zone and of functions taking account of parameters of traction substations, contact network and rails depending on power supply circuit of intersubstation zone. Device installed at substation includes current pickup and voltage pickup, recorder, phase angle-data transmitter, controllers of linear resistance of contact network, of mutual inductance between contact networks of different tracks, track circuit, resistance of adjacent substations, distances between substation and sectionalization post, between adjacent substations, two programmable functional converters, two multipliers, units of power supply of contact network according to number of power supply circuits taken into account. Each unit incorporates four programmable multifunctional converters, logic unit selecting power supply circuit and commutator. Fourth programmable multifunctional converter can form output signal proportional to distance from substation to point of short-circuit.
