FIELD: medical engineering. SUBSTANCE: device has driving unit with rotating shaft, end piece fixed on driving unit casing and mechanism for clamping cutting instrument stem having the first screw spring. The device has cup having axial opening in its bottom. The mechanism for clamping cutting instrument stem has the second screw spring. The springs are twisted in opposite rotation directions. Spring ends are joined with cross-piece along generatrix of the external diameter. End face cavity is produced on the outlet shaft end having axial opening at outlet end. The cup is put on over the outlet driving unit shaft end. The springs are placed in the space between the cup bottom and the outlet driving unit shaft end cavity bottom. The springs are locked to prevent from rotating. Cup bottom axial opening diameters and end face cavity bottom opening diameter are produced to match external diameter of the cutting instrument stem.
